Blocking port 25 logins on exim? (cPanel)

I vaguely remember Exchange having the option to block logins, yet allow inbound email, but it’s been 5+ years since I last used Exchange. Not idea if exim can do this, hence the post.

Firewalling port 25 is, of course, not an option. The MTA would still need to listen on port 25

But is there a way to block the port 25 logins from people or bots?

With all the crap traffic lately against smtp — almost 100% of it from the Middle East — it would be good to simply shut off that entry point.
