dns latency

Big on Hosting. Unlimited Space & Unlimited Bandwidth

I’m about to purchase 2 vps servers and setup cpanel dns-only so I can have ns1+ns2.mydomain.com

Some users say to have one vps in europe and one in the u.s.

My webserver is located in europe/england so if the dns server was in the u.s how would this have an impact on the network (for example the ping will be around 130ms)?

Does the distance in location matter for dns servers?

Should ns1 server be located in the same country/dc as the webserver?
