pay as you go hosting needed

I already did some research on google, however all providers I found:

1. They whether made you pre-pay several months due to a low price/resource usage, so anyway you end up pay a static amount… lol
2. Or not supporting the services I need… (not what I need or more than what I need)
3. Or gets too expensive on usage peaks…

Basically I need to host a normal website (with mysql and cron), but I’ll be doing some random high usage given certain days in certain months, surveys, contests, etc…

The resources used would be between 2GB up to 10-20GB of Space (real usage) and 40GB of data transfer up to 100 – 130GB.

My budget, well, my budget is my credit card, but I don’t want to pay a static amount as maybe the service would be unused for MONTHS but highly used in other moments!… I’d put a top of 100 USD/mo, but on times I don’t use a large amount of resources I expect to pay the minimum as possible (I don’t know, maybe 5 USD which I believe is good for 2GB of space and 30GB of transfer)

Any billing term between daily, weekly and monthly is fine

I don’t need root access, that’s another thing that I found with almost every pay as you go hosting, because most of them were related to cloud hosting and that’s not exactly what I’m looking for, I just need a “elastic” solution… cloud would be fine, but is not categorically needed…

I don’t need cPanel either, just a web-server, mysql and cron… to give you some example of the services I’d need, I’d be running a Joomla website, something similar to WHMCS (has -nothing- to do with it, but is to give you an idea of how the script works) and all that with a daily cron job…

Any suggestions?
