Web Host Migration without downtime

I have came across web hosts that offer migration of websites from our current host without downtime. I know it’s possible for static websites to be moved without downtime, but what about websites with dynamic content (forums, carts etc)?

My assumption is that, you would copy the file from the current web host to the new host and then change the DNS to the new web host’s nameserver. But during the propagation time, some users might already be surfing on the new host while the others might still be surfing on the previous host.

In that case, what ever changes users make on the previous host after the transfer would not be reflected to the new host after the propagation. I know such situation can be avoided by turning on maintenance mode on the previous host before the transfer, but are there any better methods to migrate without/minimal downtime?
