What should be the hosting cost for a forum with a rank of 1.6 million?

I am reading one special interest forum, and admin there is saying that he pays $200/mo for its hosting and asks for donations to cover the cost now. He claims it has a very significant traffic.

I checked the rank of this forum on Alexa, and the rank is over 1.6 million, which is very very low IMO. Of course this is very approximate number, but can indicate the number of hits this page gets.

With the average usage pattern for the forum (which is powered by vBulletin), what would the hosting requirement for such forum and what would be the reasonable cost per month for comfortable no-delay use?

I think that having such as small traffic this forum can easily fit into the small business hosting profile for maybe $8-10/mo, but not $200/mo.

Is there some heuristic formula to estimate what is the connection speed and memory requirement for a website hosting depending on the file transfer size per month?

I think this admin either tries to invite donations this way, or maybe isn’t very competent. Not sure which way it is. If he just wants more donations, it probably would only annoy him if I would raise this point and suggest the cheaper hosting.
